Digital transformation in Algeria is no longer optional. Government mandates (e-invoicing, digital CNRC, CIB/Edahabia payments), competitive pressure, and customer expectations push every company to digitalize. The problem is not "should I digitalize?" — it is "where do I start without wasting 10 million dinars on the wrong project."

Step 1 — Digitalize paperwork first (Month 1–2)

Start with documents, not the ERP. Deploy a document intelligence system that reads your documents (Arabic + French), extracts data, and injects it into your existing system.

Cost: 500K–2M DZD. ROI visible in month one. This is the quick win that funds the rest of your transformation.

Step 2 — Connect payments (Month 2–3)

Integrate CIB and Edahabia into your billing and sales. It is becoming a legal obligation. Companies that do not offer electronic payment will lose clients and government contracts.

Cost: 300K–1M DZD for SATIM integration. Timeline: 3 to 6 weeks.

Step 3 — Replace Excel with a real system (Month 3–6)

After documents and payments, attack the management system. If you need fewer than 5 customizations, take Odoo Community (300K–800K DZD). If your processes are your competitive advantage, build custom ERP (3–15M DZD).

Do NOT reverse the order. Most Algerian companies start with the ERP and fail because nobody digitalized the base first. An ERP without clean data is an expensive Excel.

Step 4 — Secure (Month 4–5)

Before going further, secure what you have built. Run a penetration test (250K–800K DZD), fix critical vulnerabilities, start Law 18-07 compliance if you handle personal data.

This is the step everyone skips. And it is the one that costs the most when it is not done.

Step 5 — Automate with AI (Month 6–12)

Now that the base is clean, AI makes sense. Not before. AI on dirty data produces noise. AI on clean data automates the remaining 30–40% of manual work.

Cost: 2–8M DZD. Do NOT start with AI. It is step 5, not step 1.

The honest total budget

Minimum (20–50 employees): documents + payments + Odoo + security audit = ~2–5M DZD over 6 months.

Complete (50–200 employees): all above + custom ERP + AI = ~10–30M DZD over 12 months.

Cost of doing nothing: lost productivity + lost clients + non-compliance + security incidents = far more than 30M DZD over 5 years.
