Short answer. For a Saharan tour agency in 2027, the first thing to build is not a beautiful brochure website: it is a calendar of dated departures, with a number of places, a guaranteed-departure threshold and an all-inclusive price in writing, bookable from abroad with a deposit in euros. Behind it, a traveller file collects passport and insurance online to prepare entry; and in the field, a guide app keeps the group list, route and emergency contacts with no network. A foreign traveller decides weeks ahead, from home: the agency that gives a date, a price and a clear file wins over the one that answers three days later on a messaging app.
This guide is for tour agencies in the Far South and Northern agencies that run Saharan tours, for camps and guesthouses, and for the diaspora founder who knows European travellers and wants to build the missing platform between them and local agencies. It does not replace licensing and visa formalities, which must be checked with the authorities.
What the 2025-2026 season figures say
At her review on 25 April 2026, the Tourism Minister announced about 470,000 visitors to the Southern wilayas in the 2025-2026 season, including about 47,000 foreign tourists, and 750,000 visitors over 2025, including 65,000 foreigners, up 60% on previous seasons. The stated goal is 1.5 million tourists in the South by 2028, under a plan that explicitly mentions digital booking and online payment. Visas are issued on arrival at the South’s international airports, and Air Algérie relaunched a weekly direct Paris–Djanet route at the end of October 2024 for the season.
Capacity, though, remains limited: 258 establishments with about 20,000 beds in the Southern wilayas according to the minister, with 21 hotels announced for 2026. In the desert, much of the real capacity is bivouacs, camps and guesthouses, organised by the agencies themselves. When places are scarce and demand is far away, the agency that can fill each departure months ahead wins the season. It is a problem of organisation and remote selling more than of advertising.
A tour sold at a distance, in six moments
The system has to hold each of these six moments. The first three happen weeks before departure, often in Europe; the last three, on the ground.
Departure is published with fixed dates, a number of places, a threshold at which it is guaranteed, and an all-inclusive price in writing, with exclusions. Booking holds a place against an online deposit, with an immediate receipt. The file collects passport, insurance and the information the agency needs to prepare the traveller’s entry; the traveller knows what is missing, and so does the agency.
The flight and welcome are tracked: if the flight is late the transfer waits, and the group list is ready on arrival. The desert is run with a guide app that works with no network: group list, route, emergency contacts, declared medical information. The return settles the balance, gathers reviews and photos, and offers the next departure: that is where next season is prepared.
«Photos attract; dates, a written price and a deposit make people book.»
What to build: the departure calendar first
The temptation is to start with a brochure site full of beautiful photos of the Assekrem and the Tassili. Photos attract; they do not make people book.
The departure calendar is the heart of it. Each departure has a date, a tour, a number of places, a guaranteed-departure threshold, a price in euros and dinars, and a waiting list. Remaining places show in real time on the website, in French, English and Arabic. When the threshold is reached, the departure becomes “guaranteed” and travellers are told: that is the argument that makes a European book, when they must take leave and buy a flight.
Files and payments come next. A deposit in euros, paid by card from abroad, means the agency must have settled with its bank, or with a partner abroad, how to receive foreign currency: that has to be sorted before sales open, not after. The guide app must work with no network at all for several days. And the foundation stays in the agency’s name: foreign travellers’ passports are sensitive personal data, to be protected under law 18-07. For fixed accommodation, the logic joins that of hotel software.
What an online calendar is worth
An example on assumptions, to redo with your last season: twenty departures of twelve places, at €1,000 per traveller.
If the agency fills its departures to 55% when everything goes through messages and word of mouth, it hosts 132 travellers over the season. If published dates, an online deposit and a clear file raise the load to 75%, it hosts 180: 48 more travellers, €48,000 over the season at €1,000 per tour. We know of no public measurement of Saharan agencies’ load; these figures are assumptions to show the order of magnitude.
The check needs no software: take last season and count enquiries received, bookings confirmed and empty places at departure. Also look at how many enquiries went unanswered within 24 hours. Those three figures show where the agency loses its travellers.
Six reasons not to book, six answers
A foreign traveller who does not book almost never says so. They simply go elsewhere. Six reasons come up.
The visa is often the first worry of a European traveller who has never been to Algeria. An agency that explains clearly, step by step, what it prepares and what the traveller must provide, with a checklist ticked off in the traveller space, removes that obstacle better than any advertising. Conditions change: they must be checked each season and dated on the website.
Payment is the second. A traveller in Lyon or Berlin cannot transfer dinars, and hesitates to send money to a phone number. A deposit paid online, in euros, with a receipt in the agency’s name and written cancellation terms, turns hesitation into a booking. The slow reply, finally, is the most costly and the simplest to fix: an automatic quote from the calendar, and a human reply within 24 hours.

The diaspora and the year-end holidays
The diaspora weighs heavily in Algerian tourism: in 2024, out of more than 3.5 million arrivals, about one million were Algerians living abroad, according to the minister. For the South it is a distinct clientele: families who know the country, often travel during the French year-end holidays, and naturally compare prices in dinars and euros.
For them the same calendar works, with three adjustments: departures on French school-holiday dates, family rooms and tents, and prices shown in both currencies. The principle of booking and paying from France matches what we describe for the Booking of Algeria and for holiday rentals.
Which model to build
Six possible models, from the agency selling its own departures to the platform federating several.
An agency that already runs its seasons is the safest starting point: guides, vehicles and tours exist, and the tool can be measured from the next season. A platform for Southern agencies is tempting, but it puts agencies of uneven quality under one brand: it needs entry rules, dates kept and verified reviews.
A foreign operator paired with a local agency is often the strongest model: one finds travellers in Europe, the other runs the ground, and a shared tool avoids lists sent by message the night before departure. Agencies that mainly sell outbound travel, tickets, Umrah and Hajj, have different needs, covered in our guide for travel agencies.
The calendar for 2027
The season runs from October to April. The tool has to be ready to sell the 2027-2028 season from spring.
November: scoping, tours, prices and departure thresholds. November and December: the departures site and online deposit, then traveller files. February to April: the pilot at the end of the current season, with real departures, real travellers and their questions. Spring: the guide app, tested in the field before the hot months.
From spring to the end of summer: selling the 2027-2028 season, because a European traveller leaving in November often books in May or June. These durations are consistent with those we set out in how long it takes to build an app or platform.
What makes this kind of project fail
- A brochure site with no dates. Beautiful photos with no bookable departure do not turn a visitor into a traveller.
- Prices “on request”. Foreign travellers want an all-inclusive price in writing, with exclusions.
- No way to pay from abroad. Receiving foreign currency is settled with the bank before sales open.
- Dates not kept. A cancelled guaranteed departure costs a bad review and the next season.
- A guide app that needs a network. In the Tassili there is none.
- Passports sent by messaging app. They are sensitive data; they must be stored and protected properly.
- Accounts in the developer’s name. Server, domain, data and payment account in the agency’s name from the first week.
Frequently asked questions
- How many tourists visit the Algerian Sahara?
- According to the Tourism Minister, about 470,000 visitors in the 2025-2026 season, including about 47,000 foreign tourists, and 750,000 over 2025, including 65,000 foreigners. The official target is 1.5 million tourists in the South by 2028.
- Does a foreign traveller need a visa for a Saharan tour?
- The minister referred to a visa issued on arrival at the South’s international airports. The conditions and the agency’s role in preparing the file must be checked with the authorities before each season, and explained clearly to travellers.
- How can an Algerian agency receive a deposit in euros?
- It is arranged with the agency’s bank, for example through a foreign-currency account and a card payment solution, or with a partner abroad. It is an organisational question to settle with the bank and accountant before opening online sales.
- Can the guide app work with no network in the desert?
- Yes, if it downloads the group list, route, contacts and useful information before departure, and syncs on returning to a covered area. Emergency communications need suitable equipment, such as a satellite phone.
- Do travellers need a mobile app?
- Not at first. A departures website and a web traveller space are enough. The app comes if travellers return or the agency offers several tours per season; we cover those choices in building a mobile app in 2027.
- How long does it take to be ready?
- About twelve weeks between scoping and a pilot on real departures, with the calendar, deposit and traveller files. The guide app follows in spring, to sell the 2027-2028 season from May and June.
